Important Message for Car Buyers: Beware of Odometer Fraud
In the United States, odometer fraud is a felony. The Federal Truth in Mileage Act (TIMA) requires sellers to provide actual, truthful odometer readings and to disclose any known inaccuracies.
Unfortunately, there are many unscrupulous people both in the U.S. and around the world who "clock" odometers; with easy-to-get equipment, they are able to roll back a car's odometer, whether it is analog or digital. By making a car look like it has less miles, the seller can make more money.
Mileage information is recorded on the vehicle's title EVERY TIME vehicle ownership is transferred. Therefore, whether you are buying a car in the United States or in Europe, you may ask to see a copy of the original title. When a vehicle is exported to Holland (for example), the original title is needed for customs. The original title is also needed to complete the importation procedure (Nederlandse kennteken / Deutsche Brief).
Therefore, when you are buying a car from the U.S. in Europe, the seller will have a copy of the title showing the miles the car had on it when it left the United States. Ask to see the copy and check to see that the miles on the car are not less than the miles on the title!
